MAJOR BUGFIX - the archive libcm.a and the object file cm_trans.o were 
not being built properly because of errors in the Makefile. Since 
libcm.a is not cleared out by make clean, an old version had been 
sitting there and allowing compilation of everything else to proceed. 
This has been fixed.

Also, a change has been added to allow encoding and decoding of 
lowercase letters and some spacing and punctuation.
