Finished writing up my spec level test.

Oh, I lied last commit about not changing the 30_testingFramework. I 
simply changed the section headers under the "Testing strategy" section.

Since the last commit, I have added a little bit in 30_testingFramework 
about scaffolding that would allow us to control what time Metadata 
thinks it is, so that we are able to test border cases on its access 
control.
