Created an initial directory for work on project4.  This includes the 
design, specification, and requirements for Metadata (the module I 
worked on) from project 3.  

There is also contents.txt which describes the contents of the 
directory, and notesToSelf.txt is my starting brainstorming on the 
overall project.  notesToSelf.txt may be removed before submission.
