Minor edits to engineAPI.txt regarding comments for getUserID.

Major changes to module.txt for the Posting Module adding:
    - redirect information for where to go after posting or when errors occur
    - clarified the input (CGI and Apache)
    - explained how post ID's are generated
    - handles exceptions while trying to add post
    - uses the new getUserID method, to get user ID from author value recieved
      from Apache

Changes to outline.txt for Posting Module:
    - redirecting the user reinstated into module functionality
