For the posting module:

More additions to requirements.txt.

Major changes to module.txt:
    - rearranged references for accuracy and clarity
    - included support for scanning posts for questionable content
    - specified that unicode should be supported/preserved
    - removed reference lists (from bottom) of things to consider/fix/etc

Updated what_is_the_posting_module.txt to include reference to filters.py 
which may be loaded (if it exists).
