The Kobolds haunt the Libra complex. Apparently, if you sit outside the maintenance room double doors at the bottom of the stairs in the middle of the Libra complex and sing Irish ballads, the Kobolds will come to you. Unless you have any kind of recording equipment, of course. The Kobolds know.
