ActionsPerMinute is one of the ways to measure one's skill in many RTS's that are heavily micro-intensive, such as StarCraft. Progamers often have ActionsPerMinutes of 250+, while newbies usually have around 30 or so. It usually done'st actually say very much about skill, unless the difference is between 30 and 250. A lazy way of offering help to someone asking for help in improving their game is to tell them to "Improve your apm, noob, then come back and ask me."

It usually doesn't actually say very much about skill, since high APM could be the result of useless spamming of the same order multiple times. It is often said that APM above 200 or 250 is unnecessary.
