Although SuitCase PsiAmps look like ordinary innocuous suitcases, they are actually sinister Brain Control Devices that can be used to control any Civilian within 5". This isn't as great as it sounds, because Civilians are pretty useless. If any Civilian falls under the influence of more than one Brain Control Device at the same time, he suddenly suffers an instant and fatal case of ExplodingHeadSyndrome.
